1. Acceptance of Terms

These Terms of Service ("Terms") govern your access to and use of the ILCDB Information System (ICTAIS), operated by the ICT Literacy and Competency Development Bureau ("ILCDB") of the Department of Information and Communications Technology ("DICT"), Republic of the Philippines.

By registering for an account, logging in, or otherwise using ICTAIS, you agree to be bound by these Terms. If you do not agree, do not access or use the system.

These Terms are to be read together with our Privacy Policy, which is incorporated herein by reference.

2. About ICTAIS

ICTAIS is a government information system designed to support ILCDB's mandate of developing digital literacy and ICT competency across the Philippines. The system facilitates:

The integrity of ICTAIS depends on the accuracy of data entered by users. You are personally responsible for:

ILCDB reserves the right to correct, flag, or remove inaccurate data and to take appropriate action against users who knowingly submit false information.

ICTAIS, including its source code, design, interface, logos, reports, and documentation, is the property of the Department of Information and Communications Technology, Republic of the Philippines. All rights are reserved.

Content generated by the system (certificates, reports, training records) that pertains to you may be accessed and used for your official or personal reference. You may not reproduce, distribute, or commercially exploit ICTAIS content without prior written authorization from ILCDB.

Data you submit to ICTAIS remains subject to government records management policies. By submitting data, you grant ILCDB a perpetual, non-exclusive license to process and retain that data for the purposes described in these Terms and the Privacy Policy.

9. Privacy and Data Protection

Your use of ICTAIS involves the collection and processing of personal information as described in our Privacy Policy. ILCDB processes personal data in compliance with the Data Privacy Act of 2012 (RA 10173) and National Privacy Commission (NPC) issuances.

By using ICTAIS, you consent to the collection, use, and sharing of your personal data as set out in the Privacy Policy. You retain all rights afforded to data subjects under RA 10173.

10. System Availability and Modifications

ILCDB endeavors to maintain ICTAIS availability during official government working hours. However, we do not guarantee uninterrupted or error-free access. Scheduled and emergency maintenance windows may result in temporary unavailability.

ILCDB reserves the right, at any time and without prior notice, to:

11. Disclaimer of Warranties

ICTAIS is provided "as is" and "as available" for government operational purposes. To the fullest extent permitted by applicable law, ILCDB and DICT disclaim all warranties, express or implied, including but not limited to:

14. Governing Law and Dispute Resolution

These Terms are governed by and construed in accordance with the laws of the Republic of the Philippines. Any dispute arising from or relating to these Terms or your use of ICTAIS shall be subject to the exclusive jurisdiction of the appropriate courts or administrative bodies of the Philippines.

DICT employees and DICT partner agency personnel are additionally subject to applicable civil service rules, agency codes of conduct, and administrative disciplinary procedures.

15. Changes to These Terms

ILCDB may revise these Terms at any time. The updated version will be posted within ICTAIS with a revised effective date. Material changes will be communicated through the system or official DICT communication channels.

Continued use of ICTAIS after the effective date of revised Terms constitutes your acceptance of those changes. If you do not agree to the revised Terms, you must discontinue use of the system and contact ILCDB to deactivate your account.
